I noticed that the files you supplied were pirated from a torrent site. If you have a legitimate copy, then I will be more than happy to help you. I do not support piracy, so I will not help you package this application.
That's why I would like to be sure that Cameyo is working with ACDSee software, as far as I know it's not possibile to build portable applications for any software.
Do you, or someone else, know about existing portable version of ACDSee Photomanager ?
If so, I will be happy to download newest version 19 from official website and submit to you
I sense you don't intend to buy the software if you are just going to download an existing portable version to use the pirated serial keys you got from whatever torrent site you visited. Most software can be portablized. The technical term is Application Virtualization, and has existed for many years. I don't see why it would not be possible with the high success rate of today's software. Your software shouldn't be doing anything particularly fancy and should work fine with cameyo.
Oh and, you like the software you pirate, buy it. Software Engineers like the people that make cameyo and the software you downloaded illegally deserve to be paid for the software they made. Most Software Engineers are already underpaid enough as it is and the fact people like you have no problem stealing software makes me sick. If your boss tells you to sweep and mop the floors of the store, then go clean the restrooms, and then doesn't pay you for it, I can guarantee you are going to be upset too. No one likes having their time wasted.

So your suggestion is first buy the Program, then check if Cameyo is working..

Twist it however you want, you are still breaking the law. There are many legal ways to test to see if the original software works. Download the free trial or contact the developer and request a demo.
Also, I am being constructively supportive. It's not towards you tho; It's towards the Software Engineers like myself that spend hours if not more on our projects that we deserve to get paid for, only to get the software stolen by pirates. If we don't stand up for ourselves, no one will.
In short, go request a trial from the developer that makes the software you are trying to download. that is the only legal way you are going to know if it works without having to purchase it.
