Virtual applications not working

I am trying to create a virtual app for Apache Tomcat.

But after trying several times, I am stuck at one point.

It successfully starts, but couldn't start the tomcat7 service. Sometimes it gives me a error saying "Access denied. Can not start Tomcat7.exe".

 

Would appreciate any guess on, what could be the problem.
