Can a 32 bit legacy program work on 64 bit Windows?

I have an important 32 bit legacy program which has a 16 bit installer and cannot be installed on my 64 bit system. Can Cameyo make a portable version of such a program which will work on Windows 7x64?

If only the installer is 16bit, you might have success by creating a Cameyo package of the program on a clean VM of a 32-bit OS.  If the program itself uses 16-bit processes or components, you will need to use other means.

Thanks. Yes, only the installer is 16 bit.

My purpose in doing this with Cameyo is to not use a virtual machine. I have been running the program in XP Mode, but that has become corrupted and I have uninstalled it. Cameyo seemed like a nice way to make my legacy program more manageable and easier to use.

I believe I can do what I need to do if I can get the use of a Windows 7x32 PC for a day and that is what I am trying to do now.

I asked my original question because I did not understand the general concept of Cameyo and similar programs. I have now figured that out and think I can do what I need to.

For anyone interested, here is a description of the general concept which I wrote up for my own reference:

"NOTE ABOUT USING CAMEYO AND P-Apps TO MAKE A PORTABLE APPLICATION:
The concept of how these programs work is as follows:
To start the process, the program to be made portable must NOT be installed on the host system.
The program Cameyo or P-Apps will record the state of the system (“take a snapshot of the registry and file system” in the jargon).
THEN, and only then, install the program to be made portable.
Then Cameyo or P-Apps will record the state of the system post installation.
Using this record of the changes made to the system by installation of the program to be made portable, Cameyo or P-Apps will create a portable version of the application.

Because of this, the only way that Cameyo or P-Apps can possibly transform a legacy 32 bit application that would not normally be installable on a 64 bit system into a portable version that can run on a 64 bit system involves a fresh install of the legacy 32 bit application on a 32 bit system. (Cameyo or P-Apps would then have to be used to put the portable version on an external drive (and then, if desired, copy it onto an internal drive of the 64 bit system.))

Note also that Avast will intercept P-Apps.
