You can edit the file by using -exec parameter, e.g. package.cameyo.exe -exec notepad file.xml

The saved file will go to the package's sandbox.  The default location is %AppData%\VOS\[AppID]\CHANGES.  This does not actually change the file in the package itself, i.e. if you run the package on a different system, you will have the original file.xml.

To write the edited file to the package itself, you can use -AddFile, e.g. Cameyo.exe -AddFile [location]\edited.xml %Personal%\file.xml package.cameyo.exe where edited.xml is on the real filesystem and %Personal%\file.xml will be added to the package's virtual filesystem in the %Personal% (Documents) folder.

You asked how to do it by command.  You can also use Package Editor to edit the package with the new file.
