Are you using a clean virtual machine?  Please see best practices for packaging.  The initial system snapshot should take less than two minutes on a clean VM if the host system is not busy.  The time it takes for the post-installation snapshot and package building depends on the size of the installation; it can range from a few minutes to over an hour if the package is very large.
