VB6 Program flashing up 'Preparing to install'

When running a cameyo packaged VB6 program (packaged on a clean XP SP3 VM), the 'Windows Installer - Preparing to install' message flashes up several times before the program loads. I'm testing on Win7 64bit and looking in the event log, there is a chain of related MsiInstaller application warnings 'Detection of product '{57D137D2-8344-4A9C-9F03-CFC91AAC5EED}', feature 'Application', component '{BF4D7A70-D89D-11D1-A17D-00A0C90AB50F}' failed. the resource 'C:\Windows\System32\msvbvm60.dll' does not exist' Event ID 1004. On a 64bit machine msvbvm60.dll resides in SysWOW64 which goes some way in explaining the warnings, but I don't get these warnings when running the installed program just the cameyo packaged one? Removing the msvbvm60.dll merge module from the MSI and relying on it being on the system is a workaround but the same happens for other VB6 program dependencies like olepro32.dll and so on. Any ideas?
