When I try to create the Application locally, the virtual app will not launch. When I try to use the Ghost option to create the vapp The installer comes back with the following error:

Did you build your package in a clean virtual machine? There should be no trouble in virtualizing Office 2007; it has been done and used successfully by various people from home users to businesses. I wouldn't expect -GhostCapture to work on a large, complex installer like a Microsoft Office suite however.
Unfortunately, there is a known issue in getting a package of Office 2010 to work. There should be no problem in building it if you are using a clean VM, but I've had to resort to an unvirtualized installation of a deployment kit to get the package to function.
